Understanding the Difference Between a CC and a CDC

If you’re planning a renovation, new build, or development in Sydney’s Inner West, you’ll quickly come across two key approval pathways in NSW: the Construction Certificate (CC) and the Complying Development Certificate (CDC).

While both are forms of building approval, they work in very different ways and suit different types of projects.

Understanding the difference early can save time, reduce costs, and help you choose the right approval pathway before finalising your designs.

What is a Construction Certificate (CC)?

A Construction Certificate (CC) is an approval that confirms your building plans comply with:

  • The approved Development Application (DA)

  • The Building Code of Australia (BCA)

  • Relevant NSW construction standards

A Construction Certificate is typically required after a Development Application has been approved by council.

The typical process looks like this:

  1. Lodge a Development Application (DA) with council

  2. Receive Development Consent

  3. Lodge detailed construction plans

  4. Obtain a Construction Certificate (CC)

  5. Begin construction

A CC ensures the construction details meet required standards before building work starts.

A Construction Certificate can be issued by either:

  • A private certifier, or

  • The local council

What is a Complying Development Certificate (CDC)?

A Complying Development Certificate (CDC) is a faster approval pathway that combines both:

  • Planning approval, and

  • Construction approval

into a single certificate.

This means there is no need to lodge a Development Application with council.

Instead, if your project meets strict planning and building rules set by the NSW Government, it can be approved directly through a certifier.

What types of projects can get a CDC?

A CDC is generally suitable for straightforward developments that fully comply with preset standards, such as:

  • Home renovations and extensions

  • New single dwellings

  • Granny flats

  • Swimming pools

  • Some internal alterations

However, eligibility depends heavily on your property and site conditions. Factors such as:

  • Heritage listing

  • Zoning restrictions

  • Flood or bushfire risk

  • Setbacks and height limits

can affect whether a CDC is possible.

If a project does not fully comply, it will usually need to go through the DA + CC pathway instead.

Key difference in simple terms

  • DA + Construction Certificate (CC) = Council assesses planning, then certifier/council approves construction details

  • Complying Development Certificate (CDC) = One streamlined approval if strict rules are met

Which one is right for your project?

There is no “better” option — only what your project is eligible for.

  • CDC is generally faster but only applies to compliant projects

  • CC is more flexible but requires a Development Application first

An experienced certifier can help you determine the correct pathway early, before design work goes too far.

Understanding the difference between a Construction Certificate and a Complying Development Certificate is one of the most important early steps in any building project in Sydney and NSW.

Getting the right assistance early can help you avoid redesigns, delays, and unnecessary costs later in the process.
